The Star program is based on the assumption that the city must create equal opportunities for at-risk children and teens in the urban sphere, and strive to enhance their individual uniqueness while helping them develop tools for coping with the at-risk environment.

The Star Program operates as part of an urban system that combines education, community and welfare. Its point of departure is that, in order to address young people’s needs, you have to pool resources and build a social “network” of all the social service providers and educators in the city. This urban structure will prevent the possibility that the kids will “fall between the cracks,” i.e. end up out of the reach of the service and assistance providers.
